Pursuant to a notice posted on February 14, 2013, and permission granted on February 19, 2013, to meet while the House was in session, the House Committee on Business & Industry met in a public hearing and was called to order by the chair, Representative Oliveira, at 11:55 a.m.

The initial quorum call was answered as follows: Representatives Oliveira; Bohac; Orr; Rodriguez, Eddie; Villalba; Walle; and Workman.

A quorum was present.

HB 318

The chair laid out HB 318.

The chair offered a complete committee substitute.

The chair recognized Representative Giddings to explain HB 318.

Testimony taken/registration recorded.  (See attached witness list.)

The chair recognized Representative Giddings to close on HB 318.

The committee substitute was withdrawn without objection.

HB 318 was left pending without objection.

The committee heard invited testimony from the following:

The Office of the Texas State Comptroller;

The Texas State Data Center;

The Division of Workers Compensation, Texas Department of Insurance;

The Workers Compensation Research and Evaluation Group, Texas Department of Insurance;

The Office of Injured Employee Council;

The State Office of Risk Management;

The Texas Mutual Insurance Company.
