Pursuant to an announcement from the house floor on May 1, 2013, and permission granted on May 1, 2013, to meet while the House was in session, the House Committee on Calendars met in a formal meeting and was called to order by the chair, Representative Hunter, at 4:00 p.m.

 

The initial quorum call was answered as follows: Representatives Hunter; Lucio III; Alvarado; Branch; Button; Cook; Crownover; Davis, Sarah; Eiland; Frullo; Geren; Giddings; Kuempel; and Miller, Doug.

Pursuant to Rule 3, Section 4 (2) and Rule 6, Section 16 (f) of the House Rules, the following rule governing floor consideration for HB 500 is proposed:

 

            Section 1. All original amendments that will be offered during second reading consideration of the bill must be filed with the chief clerk by 10 a.m. on Sunday, May 5.

 

            Section 2. (a) During second and third reading consideration of the bill, any amendment, including an amendment to an amendment, is not in order unless the comptroller has reviewed the amendment and provided a written assessment, in dollars, of the effect of the amendment.

 

            (b) Before any amendment is laid before the House, the presiding officer shall read the written assessment of the fiscal effect of the amendment.

 

            (c) The provisions of this section do not apply to an amendment that makes an adjustment in an item of taxation solely to correct a technical clerical error.

 

Representative Eiland moved to adopt the proposed rule for floor consideration on HB 500. The motion prevailed by the following record vote:
