Pursuant to an announcement from the house floor on May 16, 2013, and permission granted on May 16, 2013, to meet while the House was in session, the House Committee on County Affairs met in a formal meeting and was called to order by the acting chair, Representative Joe Farias, at 1:17 p.m.
The initial quorum call was answered as follows: Representatives Farias; Hernandez Luna; Kolkhorst; Krause; and Simpson.

The chair laid out SB 692 as pending business.
Representative Simpson offered a complete committee substitute.
The committee substitute was adopted without objection.
Representative Simpson moved that SB 692, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars. The motion prevailed by the following record vote:
