Pursuant to an announcement from the house floor on April 22, 2013, and permission granted on April 22, 2013, to meet while the House was in session, the House Committee on Criminal Jurisprudence met in a formal meeting and was called to order by the chair, Representative Herrero, at 4:45 p.m.
The initial quorum call was answered as follows: Representatives Herrero; Canales; Hughes; Leach; Moody; Schaefer; and Toth.
A quorum was present.

The chair explained HB 1608.
The chair offered a complete committee substitute.
The committee substitute was adopted without objection.
Representative Toth moved that HB 1608, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion prevailed by the following record vote:
