Pursuant to a notice posted on September 23, 2014, the House Committee on Criminal Jurisprudence met in a public hearing and was called to order by the chair, Representative Herrero, at 10:17 a.m.
The initial quorum call was answered as follows: Representatives Herrero; Burnam; Leach; Moody; Schaefer; and Toth.
A quorum was present.
The Chair delivered opening remarks and opened up public discussion for the posted agenda.

The chair brought up interim charge 6, relating to non-traditional criminal offenses outside of the Penal Code and the use of the Rule of Lenity and Mens Rea in Texas.
