Pursuant to an announcement from the house floor on May 2, 2013, the House Committee on Elections met in a formal meeting and was called to order by the chair, Representative Morrison, at 1:13 p.m.
The initial quorum call was answered as follows: Representatives Morrison; Miles; Klick; Miller, Rick; Simmons; and Wu.
A quorum was present.
The chair directed that the April 1, 2013 minutes for the House Committee on Elections be corrected. The corrected minutes were authorized without objection.

The chair laid out HB 179 as pending business.
The chair offered a complete committee substitute.
The committee substitute was adopted without objection.
Representative Miller, Rick moved that HB 179, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion prevailed by the following record vote:
