Pursuant to an announcement from the house floor on May 2, 2013, the House Committee on Higher Education met in a formal meeting and was called to order by the chair, Representative Branch, at 1:13 p.m.

 

The initial quorum call was answered as follows: Representatives Branch; Alonzo; Clardy; Darby; Murphy; and Raney.

The chair laid out HB 1052 as pending business.

 

Representative Clardy offered a complete committee substitute.

 

The chair, Representative Branch, explained HB 1052.

 

The committee substitute was adopted without objection.

 

Representative Clardy moved that HB 1052, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
