Pursuant to a notice posted on August 22, 2014, the House Committee on Higher Education met in a public hearing and was called to order by the chair, Representative Branch, at 1:08 p.m.

The initial quorum call was answered as follows: Representatives Branch; Patrick, Diane; Alonzo; Clardy; Darby; Howard; Martinez, "Mando"; and Raney.

A quorum was present.
