Pursuant to a notice posted on June 24, 2014, the House Committee on Land & Resource Management met in a public hearing and was called to order by the chair, Representative Deshotel, at 9:01 a.m.
The initial quorum call was answered as follows: Representatives Deshotel; Goldman; Paddie; Simpson; and Springer.
A quorum was present.
The chair lays out Interim Charge 5: Conduct legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 83rd Legislature. In conducting this oversight, the committee should:
a. consider any reforms to state agencies to make them more responsive to Texas taxpayers and citizens;
b. identify issues regarding the agency or its governance that may be appropriate to investigate, improve, remedy, or eliminate;
c. determine whether an agency is operating in a transparent and efficient manner; and
d. identify opportunities to streamline programs and services while maintaining the mission of the agency and its programs.

The chair lays out Interim Charge 3: Study current regulatory authority available to municipalities in their extraterritorial jurisdiction. Examine how citizens are involved in the zoning process, and make necessary recommendations to ensure a proper balance between development activities, municipal regulations, and the effect zoning decisions have on Texas citizens.

At 11:40 a.m., on the motion of Representative Deshotel and without objection, the meeting was adjourned subject to the call of the chair.
