Pursuant to a notice posted on February 7, 2013, and permission granted on February 12, 2013 to meet while the House was in session during the reading and referral of bills, the House Committee on Natural Resources met in a public hearing and was called to order by the chair, Representative Ritter, at 2:04 p.m.
The initial quorum call was answered as follows: Representatives Ritter; Johnson; Ashby; Keffer; Larson; Lucio III; and Miller, Doug.
A quorum was present.
Committee Rule Related to the Electronic Distribution of Committee Materials
Chairman Ritter offered a committee rule related to the electronic distribution of committee materials for hearings of the Committee on Natural Resources during the 83rd Legislative Session. There being no objection, the rule was adopted.
Texas Commission on Environmental Quality
The chair invited testimony from the Texas Commission on Environmental Quality.

Committee Rule Related to the Electronic Distribution of Materials
For the purpose of complying with all Texas House Rules related to the distribution of materials to committee members prior to a measure being laid out for the first time in committee, the House Committee on Natural Resources shall distribute all materials electronically through the committee’s Dropbox. If a Member would like a hard copy of the materials, the individual Member’s staff may print those materials for that Member. The committee may issue a hardback binder for the purpose of holding printed committee materials.
This rule shall be applied to the distribution of all committee materials throughout the 83rd Legislative Session.
