Pursuant to an announcement from the house floor on April 26, 2013, and permission granted on April 26, 2013, to meet while the House was in session, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative Cook, at 11:51 a.m.

 

The initial quorum call was answered as follows: Representatives Cook; Giddings; Craddick; Farrar; Frullo; Geren; Harless; Menéndez; Oliveira; and Turner, Sylvester.

 

A quorum was present.

 


 

HB 2835

 

The chair laid out HB 2835 as pending business.

 

Representative Frullo offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Frullo moved that HB 2835, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

Representative Frullo moved to reconsider the vote by which the measure failed to be reported from committee.  The motion to reconsider prevailed without objection.

Representative Harless offered an amendment to the measure.
