Pursuant to a notice posted on August 5, 2014, revised on August 20, 2014, the House Committee on Transportation met in a public hearing and was called to order by the chair, Representative Phillips, at 9:05 a.m.
The initial quorum call was answered as follows: Representatives Phillips; Martinez, "Mando"; Burkett; Fletcher; Guerra; Lavender; Pickett; and Riddle.
A quorum was present.
Testimony taken/registration recorded on the following interim charges and subjects: (See attached witness list.)
Monitor the usage of state funds by the Texas Department of Transportation for improving road quality in areas impacted by Energy Sector activities.
Monitor the implementation of the "Turn-Back Program" by the Texas Department of Transportation, specifically its fiscal impact to municipalities and taxpayers.
Examine county authority to utilize tax increment financing and transportation reinvestment zones to fund transportation projects.
Conduct legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 83rd Legislature.
Implementation of recent legislation pertaining to oversize/overweight vehicle permitting and enforcement.
Implementation of recent legislation pertaining to a single combined vehicle inspection and registration sticker.
Information on grade crossings, rail safety, and maintenance.
At 12:49 p.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
