Pursuant to a notice posted on July 30, 2013, the House Committee on Transportation Funding, Select met in a public hearing and was called to order by the chair, Representative Phillips, at 10:03 a.m.
The initial quorum call was answered as follows: Representatives Phillips; Burkett; Geren; Harper-Brown; Hunter; Muņoz, Jr.; and Thompson, Senfronia.
A quorum was present.
The committee heard testimony on Transportation Funding. (See attached witness list.)
HB 1, HJR 1
The chair laid out HB 1 and HJR 1.
The chair offered a complete committee substitute to HB 1.
The chair recognized Representative Pickett to explain HB 1 and HJR 1.

The committee reconvened at 1:37 p.m. and was called to order by the chair, Representative Phillips.
The quorum call was answered as follows: Representatives Phillips; Burkett; Geren; Harper-Brown; Hunter; Muņoz, Jr.; and Thompson, Senfronia.

HJR 1
The chair laid out HJR 1 as pending business.
The chair moved that HJR 1, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion prevailed by the following record vote:
Ayes: Representatives Phillips; Burkett; Geren; Harper-Brown; Hunter; Muņoz, Jr. (6).
Nays: Representative Thompson, Senfronia (1).
