Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Monday, March 11, 2013, in the E1.714.

The chair called the meeting to order at 10:59 AM. There being a quorum present, the following business was transacted:
Senator Hancock moved adoption of the committee rules. The motion carried with a vote of 5 ayes, 0 nays, 2 absent, and 0 present not voting.
The chair laid out the list of bills recommended for placement on the Local and Uncontested Calendar to be held on March 13, 2013, at 11:00 AM or upon recess. The committee recommended the removal of SB 330, SB 370, SB 529, and SB 683.
Senator Uresti moved that the list of bills recommended for placement on the Local and Uncontested Calendar to be held on March 13, 2013, at 11:00 AM or upon recess be certified. The motion carried with a vote of 7 ayes, 0 nays, 3 absent, and 0 present not voting.
The chair laid out SCR 1 and recognized the author, Senator Nelson, to explain the bill.
Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Hancock moved that SCR 1 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Hancock moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
