Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Tuesday, April 2, 2013, in the E1.714.

The chair called the meeting to order at 8:36 AM. There being a quorum present, the following business was transacted:

 

The chair laid out the list of bills recommended for placement on the Local and Uncontested Calendar to be held on April 4, 2013, at 8:30 AM. The committee recommended the removal of SB 1210, SB 1238, and SB 1395.

 

Senator Uresti moved that the list of bills recommended for placement on the Local and Uncontested Calendar to be held on April 4, 2013, at 8:30 AM be certified. The motion carried with a vote of 4 ayes, 0 nays, 3 absent, and 0 present not voting.

The chair laid out SB 1023 and recognized the author, Senator Watson, to explain the bill. Senator Uresti sent up a committee substitute; the chair recognized Senator Watson to explain the difference between the committee substitute and the senate bill as filed. Senator Uresti moved adoption of the committee substitute; without objection, it was so ordered.

Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Uresti moved that SB 1023 do not pass but that CSSB 1023 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent. Senator Uresti moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out SCR 28 and recognized the author, Senator Uresti, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Uresti moved that SCR 28 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent. Senator Uresti moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. Senator Uresti moved that SCR 28 be certified for the Local and Uncontested Calendar to be held on Thursday, April 4, 2013 at 8:30 AM; without objection, it was so ordered.

 

There being no further business, at 8:48 AM Senator Eltife moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
