Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Monday, May 6, 2013, in the E1.714.

The chair called the meeting to order at 9:00 AM. There being a quorum present, the following business was transacted:

 

The chair laid out HB 2623 and recognized the Senate sponsor, Senator Lucio, Jr., to explain the bill. Senator Eltife moved that HB 2623 be left pending; without objection, it was so ordered.

 

The chair laid out HB 419 and recognized the Senate sponsor, Senator Watson, to explain the bill. Senator Hancock moved that HB 419 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Hancock moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out HB 1642 and recognized the Senate sponsor, Senator Whitmire, to explain the bill. Senator Whitmire sent up a committee substitute; the chair recognized Senator Whitmire to explain the difference between the committee substitute and the house bill as engrossed. Senator Whitmire moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Whitmire moved that HB 1642 do not pass but that CSHB 1642 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Whitmire moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Hancock assumed the chair.

 

The chair laid out HCR 23 and recognized the Senate sponsor, Senator Eltife, to explain the bill.

Senator Eltife moved that HCR 23 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Eltife moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out HB 3559 and recognized the Senate sponsor, Senator Eltife, to explain the bill.

The chair laid out SB 1914 and recognized Senator Eltife, in the absence of the author, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Eltife moved that SB 1914 be reported favorably to the Senate with the recommendation that it do pass and be printed. Senator Zaffirini moved that HCR 36 be reported favorably to the Senate with the recommendation that it do pass and be printed. Senator Zaffirini moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out the list of bills recommended for placement on the Local and Uncontested Calendar to be held on May 8, 2013, at 8:00 AM. The committee recommended the removal of SB 1208, SB 1334, SB 1574, SB 1897, SB 1898, HB 438, and HB 535 .

 

Senator Whitmire moved that SB 1914, HB 419, HB 1553, HB 1642, HCR 23, and HCR 36 be certified for the Local and Uncontested Calendar to be held on Wednesday, May 8, 2013 at 8:00 AM; without objection, it was so ordered.

 

Senator Hancock moved that the list of bills recommended for placement on the Local and Uncontested Calendar to be held on May 8, 2013, at 8:00 AM be certified. The motion carried with a vote of 5 ayes, 0 nays, 2 absent, and 0 present not voting.
