Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Friday, May 17, 2013, in the E1.714.

The chair called the meeting to order at 9:00 AM. The following business was transacted:

 

The chair laid out HB 3017 and recognized the Senate sponsor, Senator Van de Putte, to explain the bill. HB 3017 was left pending.

 

The chair laid out HCR 41 and recognized the Senate sponsor, Senator Schwertner, to explain the bill. HCR 41 was left pending.

 

The chair laid out HB 3905 and recognized Senator Hancock, in the absence of the Senate sponsor, to explain the bill. HB 3905 was left pending.

 

The clerk called the roll, there was a quorum present.

 

The chair laid out the list of bills recommended for placement on the Local and Uncontested Calendar to be held on May 20, 2013, at 5:00 PM.

 

The chair laid out as a matter of pending business HB 3017. Senator Uresti moved that HB 3017 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent. Senator Uresti moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 3905. Senator Hancock moved that HB 3905 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent. Senator Hancock moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HCR 41. Senator Zaffirini moved that HCR 41 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent. Senator Zaffirini moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Uresti moved that HB 3017, HB 3905, HCR 41 be certified for the Local and Uncontested Calendar to be held on Monday, May 20, 2013 at 5:00 PM; without objection, it was so ordered.

The committee recommended the removal of  HB 2276 from the recommended list. HCR 89 was left pending. 

 

Senator Uresti moved that the list of bills recommended for placement on the Local and Uncontested Calendar to be held on May 20, 2013, at 5:00 PM be certified. The motion carried with a vote of 4 ayes, 0 nays, 3 absent, and 0 present not voting.

 

There being no further business, at 9:12 AM Senator Eltife moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.

 

Upon a motion made by Senator Eltife to suspend Senate Rules 11.10 and 11.18, the Senate Committee on Administration reconvened at 12:53 PM at Senator Eltife’s desk. Additionally, Senator Eltife suspended Senate Rules 11.10 and 11.18 to add the following bills to the desk meeting: SB 677.

 

Senator Uresti assumed the chair.

 

The chair laid out HB 677 and recognized the Senate sponsor, Senator Eltife, to explain the bill.

Senator Hancock moved that HB 677 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Hancock moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Uresti moved that HB 677 be certified for the Local and Uncontested Calendar to be held on Monday, May 20, 2013 at 5:00 PM; without objection, it was so ordered.

 

There being no further business, at 12:55 PM Senator Eltife moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
