Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Monday, May 20, 2013, in the E1.714.

Senator Carlos Uresti, the acting chair, called the meeting to order at 9:03 AM.  The following business was transacted:

 

The chair laid out HCR 111 and recognized Senator Hancock, in the absence of the Senate sponsor, to explain the bill. HCR 111 was left pending.

 

The chair laid out HB 1260 and recognized Senator Hancock, in the absence of the Senate sponsor, to explain the bill. HB 1260 was left pending.

 

The chair laid out HB 1587 and recognized Senator Hancock, in the absence of the Senate sponsor, to explain the bill. HB 1587 was left pending.

 

The chair laid out HB 1588 and recognized Senator Hancock, in the absence of the Senate sponsor, to explain the bill. HB 1588 was left pending.

 

The chair laid out HB 3954 and recognized Senator Hancock, in the absence of the Senate sponsor, to explain the bill. HB 3954 was left pending.

 

The chair laid out HCR 115 and recognized Senator Davis’ staff, Dan Buda, in the absence of the Senate sponsor, to explain the bill. HCR 115 was left pending.

 

The committee stood at ease awaiting the arrival of Senator Fraser.

 

The chair laid out HB 2640 and recognized Senator Williams, in the absence of the Senate sponsor, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. HB 2640 was left pending.

 

The committee stood in recess awaiting the arrival of Senator Eltife and a quorum.

 

At 9:40 AM Senator Eltife reconvened the meeting.

 

The chair laid out as a matter of pending business HB 1260. Senator Williams moved that HB 1260 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent.

Senator Williams moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Uresti moved that HB 1260, HB 1587, HB 1588, HB 3954, HCR 111 and HCR 115 be certified for the Local and Uncontested Calendar to be held on Tuesday, May 21, 2013 at 5:00 PM.; without objection, it was so ordered.

 

The chair laid out the list of bills recommended for placement on the Local and Uncontested Calendar to be held on May 21, 2013, at 5:00 PM. The committee recommended the removal of HB 217, HB 1454, HB 1843, HB 2021, HB 3077, HB 3093, HB 3116, HB 3483, and HB 3660.

 

Senator Uresti moved that the list of bills recommended for placement on the Local and Uncontested Calendar to be held on May 21, 2013, at 5:00 PM be certified. The motion carried with a vote of 5 ayes, 0 nays, 2 absent, and 0 present not voting.

 

There being no further business, at 9:53 AM Senator Eltife moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.

 

Upon a motion made by Senator Eltife to suspend Senate Rules 11.10 and 11.18, the Senate Committee on Administration reconvened at 12:53 PM at Senator Eltife’s desk.

 

Additionally, Senator Eltife suspended Senate Rules 11.10 and 11.18 to add the following bills to the desk meeting: HB 3945.

 

The chair laid out HB 3945 and recognized the Senate sponsor, Senator Estes, to explain the bill. Senator Uresti moved that HB 3945 be reported favorably to the Senate with the  recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent.

 

There being no further business, at 12:53 PM Senator Eltife moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
