Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Wednesday, February 13, 2013, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 1:39 PM. There being a quorum present at 1:58PM, the following business was transacted:

Senator Nichols moved adoption of the minutes from the previous hearing held on February 6, 2013; without objection, it was so ordered.

The committee heard invited testimony from representatives of the following state agencies:

Texas Commission on Environmental Quality

Texas State Affordable Housing Corporation

Texas Department of Housing and Community Affairs

Texas Municipal League

Texas Association of Counties

There being no further business, at 2:30 PM Senator Hinojosa moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
