Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Thursday, April 25, 2013, at Senator Hinojosa's Desk.

The chair called the meeting to order at 1:17 PM. There being a quorum present, the following business was transacted:
The chair laid out as a matter of pending business SB 461 and recognized the author, Senator Rodríguez, to explain the bill. Senator Nichols makes the motion to bring down the previous committee substitute. Senator Nichols sent up a committee substitute; the chair recognized Senator Rodriguez to explain the difference between the committee substitute and the senate bill as filed. Senator Nichols moved adoption of the committee substitute; without objection, it was so ordered. Senator Nichols moved that SB 461 do not pass but that CSSB 461 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Nichols moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
At 1:18 PM Senator Nichols assumed the chair.

Senator Hinojosa sent up a committee substitute; the chair recognized Senator Hinojosa to explain the difference between the committee substitute and the senate bill as filed. Senator Hinojosa moved adoption of the committee substitute; without objection, it was so ordered. Senator Hinojosa moved that SB 1863 do not pass but that CSSB 1863 be reported back to the Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Hinojosa moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
At 1:20 PM Senator Hinojosa resumed the chair.
There being no further business, at 1:21 PM Senator Hinojosa moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
