Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Economic Development was held on Wednesday, March 20, 2013, in the Senate Chamber.

The chair called the meeting to order at 8:01 AM. There being a quorum present, the following business was transacted:

 

The chair laid out SB 748 and recognized the author, Senator Nelson, to explain the bill.

 

Senator Hancock sent up a committee substitute; the chair recognized Senator Nelson to explain the difference between the committee substitute and the senate bill as filed. Senator Deuell moved adoption of the committee substitute; without objection, it was so ordered.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Watson moved that SB 748 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent.

 

Senator Watson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Hancock moved adoption of the minutes from the previous hearing held on March 13, 2013; without objection, it was so ordered.

 

The chair laid out SB 1041 and recognized the author, Senator Zaffirini, to explain the bill.

Senator Deuell moved that SB 1041 be left pending; without objection, it was so ordered.

 

The chair laid out SB 340 and recognized the author, Senator Rodríguez, to explain the bill.

At 8:26 AM Senator Deuell moved that the Committee stand recessed until 9:15 AM. Without objection, it was so ordered.

 

At 9:39 AM Senator Deuell reconvened the meeting.

 

As a matter of pending business, the chair laid out SB 340 and recognized Senator Eltife.  Senator Eltife moved that SB 340 do not pass but that CSSB 340 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

As a matter of pending business, the chair laid out SB 340 and recognized Senator Eltife. Senator Eltife moved that SB 920 do not pass but that CSSB 920 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent.

 

Senator Deuell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

As a matter of pending business, the chair laid out SB 340 and recognized Senator Eltife.  Senator Hancock moved that SB 307 do not pass but that CSSB 307 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Deuell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

 

There being no further business, at 9:44 AM Senator Deuell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
