Senator Eddie Lucio, Jr. called the meeting to order at 8:38 AM. The following business was transacted:

 

Pursuant to the suspension of Senate Rules 11.10 and 11.18 during the Senate session of

April 10th, 2013, the chair considered the following bill, SB 906.

The chair laid out SB 906 and recognized the author, Senator Deuell, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.

Senator Paxton moved adoption of Amendment 1; without objection, the amendment was adopted.  Senator Paxton requested unanimous consent to incorporate the amendment  into the bill to create a committee substitute; without objection, it was so ordered. Senator Paxton then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Paxton moved that SB 1658 do not pass but that CSSB 1658 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 2 absent.  Senator Paxton moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 115 and the proposed committee substitute sent up on Tuesday, March 5, 2013.  Senator Lucio, Jr. sent up Committee Amendment 1 to the proposed committee substitute and moved adoption; without objection, the amendment was adopted.  Senator Lucio, Jr. sent up Committee Amendment 2 to the proposed committee substitute and moved adoption; without objection, the amendment was adopted.  Senator Lucio, Jr. requested unanimous consent to incorporate the adopted amendments into the proposed committee substitute to create a new committee substitute; without objection, it was so ordered. Senator Lucio, Jr. then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Lucio, Jr. moved that SB 115 do not pass but that CSSB 115 be reported back to the Senate with the recommendation that it do pass and be printed. Senator Lucio, Jr. sent up Committee Amendment 1 to the proposed committee substitute and moved adoption; without objection, the amendment was adopted.  Senator Patrick requested unanimous consent to incorporate the adopted amendment into the proposed committee substitute to create a new committee substitute; without objection, it was so ordered. The chair laid out as a matter of pending business SB 542 and the proposed committee substitute sent up on Tuesday, March 26, 2013  and recognized the author, Senator Watson, to explain the bill.  Senator Lucio, Jr. moved adoption of the committee substitute; without objection, it was so ordered.  Senator Lucio, Jr. moved that SB 542 do not pass but that CSSB 542 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 2 absent.  Senator Lucio, Jr. moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.  

 

The chair laid out as a matter of pending business SB 906 by Senator Deuell. Senator Paxton moved that SB 906 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 2 absent.  Senator Paxton moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.  

 

At 9:24 AM Senator Paxton assumed the chair.

 

The chair laid out as a matter of pending business SB 1403 and recognized the author, Senator Patrick, to explain the bill. Senator Patrick moved to withdraw from consideration the substitute to SB 1403 that was sent up on Tuesday, April 2, 2013; without objection, it was so ordered.    Senator Patrick sent up a new committee substitute; the chair recognized Senator Patrick to explain the difference between the committee substitute and the senate bill as filed. Senator Patrick moved adoption of the committee substitute; without objection, it was so ordered. 

Senator Patrick moved that SB 1403 do not pass but that CSSB 1403 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 2 nays, 0 present not voting, and 2 absent.

 

At 9:27 AM Senator Campbell assumed the chair.      

 

The chair laid out SB 1243 and recognized Senator Paxton, in the absence of the author, to explain the bill.  Senator Paxton sent up a committee substitute; the chair recognized Senator Paxton to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.
