Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Monday, November 17, 2014, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 10:04 AM. The following business was transacted:
Other members attending: Senator Sylvia Garcia, José Rodríguez, Senator Kirk Watson.
At 10:12 AM the roll was called, and a quorum was present.
Senator Eddie Lucio, Jr. moved adoption of the minutes from the previous hearing held on August 26, 2014; without objection, it was so ordered.
The chair called the following invited witnesses to provide testimony on the school facility demand review. See attached list.
The chair called the following invited witnesses to provide testimony on Senate Interim Charge #3: Conduct a comprehensive review of school choice programs in other states. Examine the impact of education tax credits and taxpayer savings grants on the state budget. Review the state's parent trigger and Public Education Grant program statutes and identify any potential improvements. See attached list.
The chair called persons who registered as public witnesses to provide testimony on Senate Interim Charge 3. See attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
The chair called the following invited witnesses to provide testimony on Senate Interim Charge #4: Monitor the implementation of SB 2, relating to certain charter schools. See attached list.
At 1:38 PM Senator Seliger assumed the chair.
The chair called persons who registered as public witnesses to provide testimony on the Senate Interim Charges. See attached list.
At 2:07 PM Senator Lucio, Jr. assumed the chair.
At 2:38 PM Senator Patrick resumed the chair.
The chair moved that the public testimony be closed; without objection, it was so ordered.
There being no further business, at 4:10 PM Senator Patrick moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
