The chair called the meeting to order at 9:00 AM. The following business was transacted:
Senate Bill 1 was laid out as pending business.
Testimony was taken on Article I – General Government. Witnesses testifying and registering on the bill are shown on the attached list.

At 10:51 AM Senator Williams moved that the Committee stand recessed until 30 minutes after adjournment of the Senate. Without objection, it was so ordered.
At 12:49 PM the Committee reconvened. Senator Nelson assumed the chair.

Senator Williams announced the members of the Subcommittee on Fiscal Matters. The members are Senator Hegar - Chair, Senator Nelson, Senator Huffman, Senator Lucio and Senator Whitmire.
Senator Williams announced a workgroup that will address capital needs. The members are Senator Eltife - Chair, Senator Seliger and Senator Zaffirini.
Public testimony was heard.
Senator Hinojosa assumed the chair.
Senator Williams resumed the chair.
Senator Williams moved that SB 1 be left pending; without objection, it was so ordered.
There being no further business, at 6:41 PM Senator Williams moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
