Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Tuesday, February 26, 2013, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 3:09 PM. The clerk called roll. There being a quorum present, the following business was transacted:
The chair laid out SB 559 and recognized the author, Senator Duncan, to explain the bill.
Senator Duncan moved that SB 559 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Hinojosa assumed the chair.
The chair laid out HB 10 and recognized the Senate sponsor, Senator Williams, to explain the bill.
Senator Williams sent up a committee substitute; the chair recognized Senator Williams to explain the difference between the committee substitute and the house bill as engrossed.
Witnesses testifying and registering on the bill are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Williams moved adoption of the committee substitute; without objection, it was so ordered.
Senator Williams moved that HB 10 do not pass but that CSHB 10 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.
The chair laid out SB 758 and recognized the author, Senator Williams, to explain the bill.
Witnesses testifying and registering on the bill are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Williams moved that SB 758 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Williams resumed the chair.
The chair asked if anyone wanted to testify on SB 559. There were no cards for this bill.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Seliger submitted a motion in writing requesting to be shown voting aye on SB 559 and HB 10. Without objection, it was so ordered.
Senator Patrick asked to be shown voting aye on SB 559. Without objection, it was so ordered.
There being no further business, at 3:32 PM Senator Williams moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
