Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Wednesday, March 13, 2013, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:12 AM. The clerk called roll. There being a quorum present, the following business was transacted:
The chair and members of the Committee discussed issues regarding CPRIT.
The subcommittee report on SB 158 was laid out by Senator Hegar. Senator Hegar was recognized to explain the subcommittee report on SB 158.
Senator Hegar moved that SB 158 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.
The subcommittee report on SB 269 was laid out by Senator Hegar. Senator Seliger was recognized to explain the subcommittee report on SB 269.
The chair moved that SB 269 be left pending to await the arrival of HB 561; without objection, it was so ordered.
The subcommittee report on SB 464 was laid out by Senator Hegar. Senator Deuell was recognized to explain the subcommittee report on SB 464.
Senator Hegar moved that SB 464 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Hinojosa assumed the chair.
The subcommittee report on SB 603 was laid out by Senator Hegar. Senator Williams was recognized to explain the subcommittee report on SB 603.
Senator Williams moved that SB 603 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Williams resumed the chair.
Senator Hinojosa moved that SB 158, SB 464 and SB 603 be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
Senator Hinojosa assumed the chair.
The chair laid out as a matter of pending business SB 1 and recognized the author, Senator Williams, to explain the bill.
Senator Williams sent up a committee substitute; the chair recognized Senator Williams to explain the difference between the committee substitute and the senate bill as filed. Senator Williams moved adoption of the committee substitute; without objection, it was so ordered.
Senator Williams moved that SB 1 do not pass but that CSSB 1 be reported back to the Senate with the recommendation that it do pass and not be printed. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Williams resumed the chair.
There being no further business, at 9:48 AM Senator Williams moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
