The chair called the meeting to order at 1:41 PM. There being a quorum present, the following business was transacted:
Senator Zaffirini moved to suspend Rule 9 of the Senate Finance Rules so that the Committee could take up subcommittee reports before the 24 hour layout period. There was no objection.
The subcommittee report on HB 78 was laid out by Senator Hegar. Senator Hegar was recognized to explain the subcommittee report on HB 78.
Senator Hegar moved that HB 78 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 4 absent.
