Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Monday, August 5, 2013, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 7:40 PM. The clerk called roll. There being a quorum present, the following business was transacted:
Senator Hinojosa assumed the chair.
The chair laid out SB 13 and recognized the author, Senator Williams, to explain the bill.
The chair opened public testimony. There were no witness registration cards for SB 13.
The chair closed public testimony.
Senator Williams moved that SB 13 be reported favorably to the Senate with the recommendation that it do pass. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Williams resumed the chair.
The Committee stood in recess.
The Committee reconvened.
The chair laid out HB 1 and recognized the Senate sponsor, Senator Nichols, to explain the bill.
Senator Hinojosa sent up a committee substitute; the chair recognized Senator Nichols to explain the difference between the committee substitute and the house bill as engrossed. Senator Williams moved adoption of the committee substitute; without objection, it was so ordered.
The chair opened public testimony. There were no witness registration cards for HB 1.
The chair closed public testimony.
Senator Hinojosa moved that HB 1 do not pass but that CSHB 1 be reported back to the Senate with the recommendation that it do pass. The motion carried with a record vote of 12 ayes, 1 nay, 1 present not voting, and 1 absent.
There being no further business, at 8:46 PM Senator Williams moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
