Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Subcommittee on Fiscal Matters was held on Monday, March 11, 2013, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:07 AM. The clerk called roll. There being a quorum present, the following business was transacted:

 

The chair laid out SB 22 and recognized the author, Senator Fraser, to explain the bill.

 

Senator Nelson sent up a committee substitute; the chair recognized Fraser to explain the difference between the committee substitute and the senate bill as filed.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

The bill was left pending.

 

The chair laid out as a matter of pending business SB 158 by Carona.

 

Senator Hegar moved that SB 158 be reported favorably to the Senate Committee on Finance with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 269 by Seliger.

 

Senator Lucio, Jr. moved that SB 269 be reported favorably to the Senate Committee on Finance with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. 

 

The chair laid out as a matter of pending business SB 464 by Deuell.

 

Senator Nelson moved that SB 464 be reported favorably to the Senate Committee on Finance with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. 

 

The chair laid out as a matter of pending business SB 603 by Williams.

 

Senator Nelson moved that SB 603 be reported favorably to the Senate Committee on Finance with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

There was no action taken on SB 489 and SJR 32.

 

There being no further business, at 10:11 AM Senator Hegar moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
