Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Jurisprudence was held on Friday, May 17, 2013, at Senator West's Desk.

The Chair called the meeting to order at 12:55 PM.  There being a quorum present, the following business was transacted:

The Chair laid out as a matter of pending business HB 1755 and Senator Rodríguez moved that HB 1755 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

Senator Rodríguez moved that the bill be recommended for placement on the Local & Uncontested Calendar.  Without objection, it was so ordered.

The Chair laid out as a matter of pending business HB 1847 and Senator Rodríguez moved that HB 1847 do not pass but that CSHB 1847 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

The Chair laid out as a matter of pending business HB 2912 and Senator Rodríguez sent up Committee Amendment 1 and moved adoption.  Without objection, the amendment was adopted.

Senator Rodríguez moved that HB 2912, as amended, be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent.

The Chair laid out as a matter of pending business HB 2913 and Senator Rodríguez moved that HB 2913 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

The Chair laid out as a matter of pending business HB 2918 and Senator Rodríguez moved that HB 2918 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

Senator Rodríguez moved that the bill be recommended for placement on the Local & Uncontested Calendar.  Without objection, it was so ordered.

At 1:00 PM Senator Rodríguez assumed the Chair.

The Chair laid out as a matter of pending business HB 2978 and Senator West sent up Committee Amendment 1 and moved adoption.  Without objection, the amendment was adopted.

At 1:01 PM Senator West resumed the Chair.

Senator Rodríguez requested unanimous consent to incorporate the amendment into a committee substitute.  Without objection, it was so ordered.

Senator Rodríguez then moved that the committee substitute be adopted.  Without objection, it was so ordered. 

Senator Rodríguez moved that HB 2978 do not pass but that CSHB 2978 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

The Chair laid out as a matter of pending business HB 3314 and Senator Rodríguez moved that HB 3314 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nays, 1 present not voting, and 2 absent.

Senator Rodríguez moved that the bill be recommended for placement on the Local & Uncontested Calendar.  Without objection, it was so ordered.

There being no further business, at 1:11 PM Senator West moved that the Committee be adjourned.  Without objection, it was so ordered.
