The chair called the meeting to order at 9:09 AM. There being a quorum present, the following business was transacted:

 

At 9:10 AM Senator Fraser assumed the chair.

Upon a motion made by Senator Duncan to suspend Senate Rules 11.10 and 11.18,  the Senate Committee on State Affairs reconvened at 2:36 PM at Senator Duncan's Desk.
