Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State Affairs was held on Monday, September 15, 2014, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 8:01 AM. There being a quorum present, the following business was transacted:

Senator Estes moved adoption of the committee rules. There being no objection, it was so ordered.

Senator Estes called invited witnesses to provide testimony on the interim charge related to patent assertion entities. Witnesses testifying on this interim charge are shown on the attached list.

Senator Estes called invited witnesses to provide testimony on the interim charge related to the Texas Mutual Insurance Company. Witnesses testifying on this interim charge are shown on the attached list.

Senator Estes called invited witnesses to provide testimony on the interim charge related to medical price transparency. Witnesses testifying on this interim charge are shown on the attached list.

Senator Estes called invited witnesses to provide testimony on the interim charge related to the Federal Affordable Care Act. Witnesses testifying on this interim charge are shown on the attached list.

There being no further business, at 1:10 PM Senator Estes moved that the Committee stand recessed until 8:00 AM on Tuesday, September 16, 2014. Without objection, it was so ordered.
