Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Nominations was held on Monday, March 18, 2013, in the Capitol Extension, Room E1.016, at Austin, Texas.

The vice-chair called the meeting to order at 11:00 AM. There being no quorum present, the following business was transacted:

 

Senator Watson, on behalf of Senator Davis, introduced Norman Darwin, nominated as the Injured Employee Public Counsel, to the committee.

 

Mr. Darwin made an opening statement and answered questions from the members of the committee.  Mr. Darwin’s nomination was left pending before the committee.

 

Senator Campbell introduced David Hermann (AG appointee), nominee to the School Land Board, to the committee. 

 

Mr. Hermann made an opening statement and answered questions from the members of the committee.

Upon arrival of a quorum at 11:14 AM, the roll was called.  Senator Watson moved adoption of the minutes from the previous hearing held on March 11, 2013; without objection, it was so ordered.

 

The following member arrived after the roll was called: Senator Fraser

 

The chair recognized Thomas Orr, nominee to the School Land Board, to make an opening statement to the committee.  Mr. Orr answered questions from the members of the committee.

 

The nominees to the School Land Board were left pending before the committee.

 

Senator Watson was recognized to introduce Andres Alcantar, nominee to the Texas Workforce Commission, to the committee.  Senator Campbell was recognized to introduce The Honorable Hope Andrade, nominee to the Texas Workforce Commission, to the committee.

 

The nominees made opening statements and answered questions from the members of the committee.  The nominees to the Texas Workforce Commission were left pending before the committee.

 

Senator Campbell moved that the committee vote to approve the nominations of the individuals to the following entities: Commission on Human Rights, Jefferson and Orange County Board of Pilot Commissioners, Office of Injured Employee Counsel, School Land Board, Texas Economic Development Corporation, Texas Woman's University Board of Regents, and Texas Workforce Commission. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

There being no further business, at 11:50 AM Senator Hegar moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
