Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Nominations was held on Monday, May 13, 2013, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 10:00 AM. There being a quorum present, the following business was transacted:
The following members arrived after the roll was called: Senator Fraser and Senator Nelson.
Senator Watson moved adoption of the minutes from the previous hearing held on May 6, 2013; without objection, it was so ordered.
Chairman Hegar asked that the nominees to the Texas Higher Education Coordinating Board come forward and have a seat at the witness table. The following individuals came forward: Christopher M. Huckabee, Bobby Jenkins, Jr., Munir LaLani, Janelle Shepard, and Dr. David Teuscher.
Senator Estes was recognized to introduce both Munir LaLani and Janelle Shepard to the members of the committee. Senator Watson was recognized to make a brief introduction of Bobby Jenkins to the members of the committee.
The nominees to the Texas Higher Education Coordinating Board made opening statements and answered questions from the members of the committee.
The nominees to the Texas Higher Education Coordinating Board were left pending before the committee.
Senator Campbell was recognized to introduce Veronica Edwards, nominee to the Texas Lottery Commission, to the members of the committee.
Senator Watson was recognized to introduce J. Winston Krause, nominee to the Texas Lottery Commission, to the members of the committee.
The nominees to the Texas Lottery Commission made opening statements and answered questions from the members of the committee.
The nominees to the Texas Lottery Commission were left pending before the committee.
Senator Hegar moved that the committee vote to approve the nominations of the individuals to the following entities: Advisory Committee to the Texas Board of Criminal Justice on Offenders with Medical or Mental Impairments, Aging and Disability Services Council, Assistive and Rehabilitative Services Council, Board of the Texas Department of Motor Vehicles, Coastal Water Authority Board of Directors, Correctional Managed Health Care Committee, Governing Board of the Texas School for the Blind and Visually Impaired, Nonresident Violator Compact Administrator, Parks and Wildlife Commission, State Board of Dental Examiners, State Cemetery Committee, Texas Board of Criminal Justice, Texas Board of Licensure for Professional Medical Physicists, Texas Board of Nursing, Texas County and District Retirement System, Texas Higher Education Coordinating Board, Texas Lottery Commission, Texas Military Preparedness Commission, Texas Private Security Board, and Upper Guadalupe River Authority. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Fraser asked unanimous consent to be shown voting aye if it did not change the outcome of the vote, without objection, it was so ordered.
There being no further business, at 10:50 AM, Senator Hegar moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
