The committee will hear invited testimony regarding:

The voluntary nature of workers' compensation in Texas and how it meets the needs of employers and employees;

The issue of misclassifying employees as independent contractors on workers, employers, income tax withholding, and the unemployment insurance system. And the review of current statutory deterrents, including those required by HB 2015(83R); and

Conduct legislative oversight of the following agencies: the Office of Injured Employee Counsel, the State Office of Risk Management, the Division of Workers' Compensation of the Texas Department of Insurance and the Workers' compensation research and evaluation group in the Texas Department of Insurance.
