Amend CSHB 1 (house committee printing) by adding the following appropriately numbered rider under the Article III appropriations to the Texas Education Agency (page III-3):

____. Contingent Appropriation: High Quality Prekindergarten Program Funding. Contingent on the passage and becoming law of HB 4 or similar legislation of the 84th Legislature, Regular Session, 2015, establishing a high quality prekindergarten program:

(1) the appropriations from the general revenue fund to the Department of Public Safety in Article V for Strategy B.1.5, Recruitment, Retention and Support, are reduced by the amount of $41,717,186 for the state fiscal year ending August 31, 2016, and by the amount of $63,282,814 for the state fiscal year ending August 31, 2017;

(2) the appropriations from the general revenue fund to the Texas Education Agency for Strategy B.1.1, Assessment and Accountability System, are reduced by the amount of $58,750,000 for the state fiscal year ending August 31, 2016, and by the amount of $58,750,000 for the state fiscal year ending August 31, 2017; and

(3) the amount of $222,500,000 is appropriated out of the general revenue fund to the Texas Education Agency for the state fiscal biennium beginning September 1, 2015, for the purpose of establishing a high quality prekindergarten program and ensuring all eligible students are able to participate in a program established in accordance with that legislation.
