Amend CSHB 1 (house committee report) in Article III of the bill, following the appropriations to the Texas Education Agency, by adding the following appropriately numbered rider:

____.  Effects of Open-Enrollment Charter Schools on Community Cohesion. From funds appropriated above, the Texas Education Agency shall conduct a study investigating the effects of open-enrollment charter schools on community cohesion. The study must also investigate the devolution of a traditional public school as a unifying community feature since the date that the laws of this state first authorized the establishment of open-enrollment charter schools. The Texas Education Agency shall report the results of the study to members of the legislature not later than January 15, 2017.
