Amend CSHB 1 (house committee printing) in Article III of the bill, following the appropriations to The University of Texas at San Antonio (page III-77), by adding the following appropriately numbered provision:

____.  Contingent Upon Certification: Small Business Development Center Texas Export Initiative. Contingent upon certification by the Comptroller of Public Accounts that increased activities resulting from the South-West Texas Border Network Small Business Development Center will generate at least $3,000,000 for the 2016-17 biennium in additional revenue to the general revenue fund, The University of Texas at San Antonio is appropriated the amount of $1,500,000 from the general revenue fund in each fiscal year of the 2016-17 biennium to support the Small Business Development Center Texas Export Initiative. If the amount that can be certified is less than the maximum amount appropriated, the amounts appropriated shall be reduced to be within the amounts certified.
