Amend CSHB 1 (house committee printing) in Article III of the bill by adding the following appropriately numbered rider following the appropriations to The University of Texas Rio Grande Valley:

____.  Center for Mexican-American Studies; Center for Bilingual Education. It is the intent of the legislature that The University of Texas Rio Grande Valley, in spending general revenue funds appropriated to the university under this Act, consider and prioritize the creation of a Center for Mexican-American Studies and a Center for Bilingual Education to the extent that those funds are available for the purpose and are not needed for the other purposes for which those funds were appropriated.
