Amend CSHB 1 (house committee report) in Article V of the bill, immediately following the appropriations to the Juvenile Justice Department, by adding the following appropriately numbered rider and renumbering subsequent riders accordingly:

____. Appropriation Transfers Between Certain Probation Strategies. In addition to the transfer authority provided by this Act, the Juvenile Justice Department may transfer appropriations without limitation between Strategy A.1.2, Basic Supervision, Strategy A.1.3, Community Programs, Strategy A.1.4, Pre and Post Adjudication Facilities, and Strategy A.1.7, Mental Health Services, in support of state financial assistance to juvenile probation departments.
