Amend CSHB 1 (house committee report) in Article V of the bill by adding the following appropriately numbered rider following the appropriations to the Juvenile Justice Department (pages V-23 through V-25) and renumbering subsequent riders accordingly:

____. Maximum Security Salaries. Out of funds appropriated above, the Juvenile Justice Department is authorized to pay employees working in maximum security units or designated specialized behavioral management units of state-operated secure facilities up to a 6.8 percent increase over base salary rates paid to employees who hold similar positions elsewhere in the department. This supplemental pay is a specific exemption to the general provisions of this Act governing salary rates of classified positions and to the provisions of this Act governing salaries for the department's education professionals.
