Amend CSHB 1 (house committee report) in Article V, following the appropriations to the Juvenile Justice Department (page V-23), by adding the following appropriately numbered rider and renumbering subsequent riders accordingly:

____. Study on Disparities in Sentencing. Out of the funds appropriated above, the Juvenile Justice Department shall conduct a disparity study to determine the effects that race, socioeconomic characteristics, and geographical location have on the sentencing of a child. Not later than December 31, 2016, the department shall report the results of the study to the governor, the Legislative Budget Board, and any appropriate oversight committees of the legislature.
