Amend Amendment No. 172 by Blanco to CSHB 1 (page 213 of the prefiled amendment packet) by striking the text of the amendment and substituting the following:
Amend CSHB 1 (house committee printing) as follows:
(1)  In Article V of the bill (page V-34), in the appropriations to the Department of Public Safety, increase the appropriations from the general revenue fund to the Department of Public Safety for Strategy B.1.1, State Grants to Local Entities, by the amount of $5,000,000 for the state fiscal year ending August 31, 2016, and by the amount of $5,000,000 for the state fiscal year ending August 31, 2017.
(2)  In Article V of the bill (page V-34), in the appropriations to the Department of Public Safety, reduce the appropriations from the general revenue fund to the Department of Public Safety for Strategy B.1.4, Extraordinary Operations, by the amount of $5,000,000 for the state fiscal year ending August 31, 2016, and by the amount of $5,000,000 for the state fiscal year ending August 31, 2017.
(3)  In Article V, following the appropriations to the Department of Public Safety, insert the following appropriately numbered rider:
____. Grants for Border Security.  (a)  Out of the money appropriated above to the Department of Public Safety for Strategy B.1.1, State Grants to Local Entities, the department shall allocate at least $5,000,000 in each fiscal year of the state fiscal biennium ending August 31, 2017, to be used to award grants to local governmental entities to assist the entities in recovering and identifying the remains of migrants who die within 100 miles of the Texas-Mexico border.
(b)  Not later than August 31 of each year of the state fiscal biennium ending August 31, 2017, the Department of Public Safety shall issue a report regarding the activities of recipients of grants awarded as provided by Subsection (a) of this provision. The department shall make the report publicly available on the department's Internet website and shall provide copies of the report to each standing committee of the legislature with jurisdiction over homeland security. The report must include information concerning:
(1)  the operations of local governmental entities that received a grant as provided by Subsection (a) of this provision, including the successes and shortcomings of each operation;
(2)  efforts to promote best practices in the prevention of border-related and migrant deaths;
(3)  efforts to promote best practices in the recovery, processing, DNA sampling, and DNA database storage of remains of migrants in border-related deaths, with particular emphasis on unidentified human remains;
(4)  efforts to promote best practices in the repatriation of remains of migrants; and
(5)  recommendations to the legislature regarding whether the legislature should continue to fund the grants as provided by this provision.
(4)  Adjust totals and methods of financing appropriately.
