Amend CSHB 1 (house committee printing) as follows:

(1)  In Article V of the bill, in the appropriations to the Department of Public Safety, reduce the appropriations for Strategy E.1.2, Crime Records Services (page V-34), by the amount of $2,519,174 for the state fiscal year ending August 31, 2016, and by the amount of $2,519,174 for the state fiscal year ending August 31, 2017.

(2)  In Article V, following the appropriations to the Department of Public Safety, strike Rider 43 (page V-43), and substitute the following appropriately numbered contingent rider:

____.  Contingent Rider: Texas Transnational Intelligence Center. Contingent on the passage and becoming law of HB 11 or similar legislation of the 84th Legislature, Regular Session, 2015, creating the Texas Transnational Intelligence Center, for the state fiscal biennium ending August 31, 2017, in addition to other amounts appropriated by this Act, the Department of Public Safety is appropriated from the General Revenue-Dedicated Emergency Radio Infrastructure Account No. 5153 the amount of $2,519,174 in each fiscal year of the state fiscal biennium ending August 31, 2017, to use for purposes of Strategy B.1.1, State Grants to Local Entities (page V-36), to be allocated to fund the Texas Transnational Intelligence Center for communications infrastructure, an intelligent transportation system, and fiber optic networks to provide border security in border communities.
