Amend CSHB 1 (house committee printing) in Article V, following the appropriations to the Department of Public Safety, by inserting the following appropriately numbered rider:

____.  Secure Border Region. The Department of Public Safety shall use the money appropriated above to the department for the strategies under Goal B, Secure Border Region, to secure the border through counterterrorism, criminal interdiction, intelligence, and organized crime operations and other special investigation and law enforcement support operations and services. The money appropriated above to the Department of Public Safety for the strategies under Goal B may not be used by the department for the enforcement of traffic laws involving commercial or noncommercial vehicles.
