Amend CSHB 1 in Article V of the bill following the appropriations to the Department of Public Safety by adding the following to the end of Rider 4 (page V-38):

The Department of Public Safety may not expend funds collected pursuant to a seizure action or judicial forfeiture unless:

(1)  the person from whom the property was seized is convicted of or placed on deferred adjudication for an offense arising from the incident in which the property was seized; and

(2)  those funds are specifically appropriated to the department.
