Amend CSHB 1 (house committee printing) in Article V following the appropriations to the Department of Public Safety by adding the following appropriately numbered rider and renumbering subsequent riders as appropriate:

____. Border Security Cost Containment Efforts. The Department of Public Safety shall submit a report each fiscal year of the state fiscal biennium beginning September 1, 2015, detailing the effectiveness of various cost containment measures the department has implemented, and proposing additional measures to reduce the department's operating costs with respect to the department's border security operations. Not later than the 45th day after the last day of the fiscal year, the department shall submit the report to the legislative and executive budget offices, in the form those offices require. Cost containment measures the department must consider include:

(1)  eliminating duplicate functions within the department;

(2)  having the department perform functions that are being performed by a private contractor; and

(3)  using technology to simplify department functions.
