Amend CSHB 1 (house committee printing) in Article V of the bill, following the appropriations to the Department of Public Safety, by inserting the following appropriately numbered rider:

____. Collection of Fingerprints. The Department of Public Safety may not use any funds appropriated under this Act to require an applicant for an original or renewal driver's license or personal identification certificate to provide a complete set of fingerprints, to collect a complete set of fingerprints from an applicant, or to establish a database of complete sets of fingerprints collected from applicants. The Department of Public Safety may use funds appropriated under this Act to collect only the thumbprints, or the index fingerprints if the thumbprints cannot be taken, of an applicant for an original or renewal driver's license or personal identification certificate.
