Amend CSHB 1 (house committee printing) as follows:
(1) Add the following appropriately numbered rider under the Article V appropriations to the Department of Public Safety of the State of Texas:
____. Aircraft. (a) In addition to other amounts appropriated by this Act to the Department of Public Safety of the State of Texas:
(1) the amount of $41,500,000 is appropriated out of the general revenue fund to the Department of Public Safety of the State of Texas for the state fiscal year beginning September 1, 2015, for the purpose of purchasing:
(A) two Pilatus aircraft, one to be stationed in El Paso and one in Weslaco;
(B) three Cessna Caravan aircraft, one to be stationed in Laredo, one in Alpine, and one in Houston; and
(C) two helicopters to be stationed along the border; and
(2) the amount of $4,700,000 for the state fiscal year beginning September 1, 2015, and $4,700,000 for the state fiscal year beginning September 1, 2016, is appropriated out of the general revenue fund to the Department of Public Safety of the State of Texas for seven additional pilot positions and eight tactical flight officer positions and operating costs for the aircraft.
(b) The "Number of Full Time Equivalents" (FTEs) in the Department of Public Safety of the State of Texas bill pattern is increased by 15.0 FTE in the fiscal year beginning September 1, 2015, and in the fiscal year beginning September 1, 2016.
(2) Reduce the Article II appropriations to the Health and Human Services Commission for Strategy A.2.1., Consolidated System Support (page II-71), by $46,200,000 for the state fiscal year beginning September 1, 2015, and by $4,700,000 for the state fiscal year beginning September 1, 2016. It is the intent of the legislature that the Health and Human Services Commission first reduce appropriations for the Center for Elimination of Disproportionality and Disparities Center (Rider 64, page II-93) before reducing other appropriations for Strategy A.2.1.
(3) Adjust totals, method of financing, and Full Time Equivalents (FTEs) accordingly.
