Amend CSHB 1 (house committee printing) as follows:
(1) Add the following appropriately numbered rider in Article V of the bill after the appropriations to the Department of Public Safety:
____. Center for Identity at the University of Texas at Austin. Out of money appropriated in Strategy F.1.3, Information Technology, for the state fiscal year ending August 31, 2016, the Department of Public Safety shall transfer $4,000,000 to The University of Texas at Austin to be used by the Center for Identity to provide research tools, educational materials, workshops, and outreach to help the public protect its identity and to combat identity theft, fraud, and abuse. Any unobligated and unexpended balance of the money transferred remaining on August 31, 2016, is appropriated to The University of Texas at Austin for the same purpose for the state fiscal year ending August 31, 2017.
(2) In Article XI, in the Article III appropriations (page XI-10), strike "UT Austin Center for Identity IDWise $4,000,000" and adjust subtotals and totals accordingly.
